Isolation, metering, and cost-aware scaling for a B2B platform.

Designed the multi-tenant isolation model, per-tenant quota + metering, and a cell-based deployment topology that contains blast radius and lets noisy neighbors be migrated without downtime. Shipped the tenant-aware observability stack alongside.
